First, let's understand the role of recommendation letters in your application.

Why are Recommendation Letters Important?

The majority of admissions officers at four-year colleges, especially private schools, emphasize that their process is holistic . They seek to gain a sense of the student as a "whole person," rather than focusing on pieces of who she is based solely on grades and test scores. Since they rarely meet the student in person, the recommendation letters, along with the student's own personal essay, play a huge role in illuminating her intellectual and personal qualities.

That's why recommendation letters from teachers, especially those who know their students well, carry a great deal of weight in applications. A letter that expresses a strong vote of support, as well as highlights a student's impressive academic and personal strengths , can have a powerful effect on that student's chances of admission.

How to Get a Strong Recommendation Letter

While these letters are about different students with different interests, they share certain fundamental features. One, they sound excited and enthusiastic. The teachers clearly communicate that they are impressed by these students and eager to help them get into college.

At the same time, the letters don't go overboard because they have examples to back up their assessments. Specific examples and stories are key for backing up the assessment. Plus, they make a letter more interesting and memorable. Rather than just another engineering applicant, Stacy is the student who researched sound-absorption to spare her parents from hours of guitar scales.

Finally, the teachers all discuss their students' personal strengths , along with their academic strengths. They present the holistic view that admissions officers are looking for, along with their strong vote of confidence in the students' future success.

Teachers should incorporate all these features into their letters, and students should help provide them with the raw material to write about. While students should choose a teacher who knows them well and has stories and observations to share, they should also give their teachers a detailed "brag sheet" and let them know what would go into their ideal letter. Justices decline to intervene in another dispute over race and school admissions.

Less than a year after its decision striking down the admissions programs at Harvard and the University of North Carolina as unconstitutional on the ground that they explicitly considered an applicant’s race as part of their admissions process, the Supreme Court on Tuesday declined to wade into the battle over race in admissions again. The justices rejected a request to weigh in on a challenge to an admissions policy at a prestigious public magnet school in Virginia that does not take race into account directly, but instead considers socioeconomic factors in allocating some of the school’s 550 seats. The challengers, a group of parents and alumni, contended that the policy was created to reduce the number of Asian American students, who had previously received nearly three out of four offers of admission.

Justice Samuel Alito dissented from the court’s decision not to take up the case, in an opinion joined by Justice Clarence Thomas. Alito contended that the ruling by the U.S. Court of Appeals for the 4th Circuit upholding the admissions policy had been “based on a patently incorrect and dangerous understanding of what a plaintiff must show to prove intentional race discrimination,” and he called the 4th Circuit’s reasoning “a virus that may spread if not promptly eliminated.”

The school at the center of the dispute is Thomas Jefferson High School for Science and Technology, a northern Virginia school currently ranked fifth in the U.S. News & World Reports list of the best high schools in the country. Until recently, the school relied on an entrance exam – for which some students reportedly began to prepare as early as third grade — to select its new class, along with the applicants’ grades, essays, and letters of recommendation.

In 2020, the Fairfax County School Board adopted a new, “holistic” admissions policy that the board said was intended to increase socioeconomic diversity at the school. Under the new policy, the school filled part of the incoming class with the top students at each public middle school in the area. To fill the remaining 100 seats, school officials considered a variety of factors, including academic performance, whether the applicant comes from a low-income family, and whether English is the applicant’s second language. In reviewing an application, school officials did not know an applicant’s name, ethnicity, race, or sex.

The number of Asian American students offered admission at TJ, as the school is known, fell by 19 percentage points under the new policy: Instead of receiving 73% of the offers in the new class, Asian American students received 54% of all offers made for the class of 2025. The number of offers made to Black and Hispanic students, on the other hand, roughly quadrupled.

The challengers went to federal court in Virginia, where they argued that the new policy violates the Constitution’s equal protection clause. Even if the policy does not specifically consider race, they contended, it nonetheless was intended to lower the number of Asian American students at TJ.

U.S. District Judge Claude Hilton agreed with the challengers and barred the school from using the new admissions policy. But after the U.S. Court of Appeals for the 4th Circuit put Hilton’s ruling on hold during the school board’s appeal, the challengers came to the Supreme Court in April 2022, asking the justices to reinstate Hilton’s order. A divided court declined to do so , with Thomas, Alito, and Justice Neil Gorsuch indicating that they would have granted the challengers’ request.

Fourteen months after the court declined to block the school from using the new policy, the justices issued their decision in Students for Fair Admission v. Harvard College . In his opinion for the court, Chief Justice John Roberts warned that schools should not try to do an end-run around the court’s decision “through application essays or other means.” He stressed that “what cannot be done directly” – the consideration of an applicant’s race – “cannot be done indirectly.”

Just a month before that decision, the 4th Circuit issued a decision that upheld TJ’s new policy. Because the admissions policy did not expressly consider race, the court of appeals explained, the challengers could prevail only if they could show either that the new policy disproportionately affected Asian American applicants or that the school board had adopted the policy because it intended to discriminate against those applicants. But the challengers could not do so, the court concluded.

The challengers came to the Supreme Court in August, asking the justices to review the 4th Circuit’s decision. They told the justices that the case “presents a question of national importance that the Court has yet to answer directly” – whether “racial balancing” is constitutional “when it is done through ostensibly neutral criteria rather than through explicitly racial classifications.”  

After considering the case at five consecutive conferences, the justices on Tuesday turned the challengers down without explanation.

In a 10-page opinion , Alito was sharply critical of the 4th Circuit’s decision. He characterized it as holding, “in essence, that intentional racial discrimination is constitutional as long as it is not too severe” because Asian American applicants still were admitted at a rate that exceeded their representation in the applicant pool. But such a rule, Alito suggested, would effectively allow government officials “to discriminate against any racial group with impunity as long as that group continues to perform at a higher rate than other groups” – an “indefensible” position, in Alito’s view.

Alito described his colleagues’ “willingness to swallow the aberrant decision below” as “hard to understand.” “We should wipe the decision off the books,” Alito concluded, “and because the Court refuses to do so, I must respectfully dissent.”

In a statement released on Tuesday morning, a lawyer representing the challengers expressed disappointment with the court’s decision not to take up their case. “The Supreme Court missed an important opportunity to end race-based discrimination in K-12 admissions,” said Joshua Thompson, an attorney with the Pacific Legal Foundation. “Discrimination against students based on their race is not only ethically wrong but also a clear violation of the Constitution’s guarantee of equal protection.

Supreme Court Won’t Hear New Case on Race and School Admissions

The Supreme Court cleared the way on Tuesday for the use of admissions criteria intended to diversify the student body at an elite public high school in Virginia, declining to revisit the role race may play in admissions months after it sharply curtailed affirmative action programs in higher education.

In turning down a challenge to a policy that eliminated standardized tests, the court gave no reasons, as is its custom in issuing such orders. Justice Samuel A. Alito Jr. issued a dissent, joined by Justice Clarence Thomas, that was harshly critical of an appeals court’s ruling in the case upholding the new criteria and rejecting the challengers’ argument that they unlawfully disadvantaged Asian Americans.

The Supreme Court struck down race-conscious admissions programs at Harvard and the University of North Carolina in June but left open the constitutionality of admissions standards like the ones in Virginia that do not directly account for race in trying to diversify enrollment.

The court’s decision not to take up the case from Virginia, along with an order this month declining to block West Point’s race-conscious admissions program, suggests that most of the justices are not eager to take immediate steps to explore the limits of its ruling from June. It takes four votes to grant review, for instance, and the Virginia case failed to clear that bar.

In his dissent on Tuesday, Justice Alito expressed frustration.

The Supreme Court’s “willingness to swallow the aberrant decision below is hard to understand,” Justice Alito wrote. “We should wipe the decision off the books, and because the court refuses to do so, I must respectfully dissent.”

The revisions to the Virginia admissions program followed protests over the 2020 murder of George Floyd. Amid concerns about how few Black and Hispanic students attended the school, one of the country’s top public high schools, Thomas Jefferson High School for Science and Technology in Alexandria, Va., adopted what it said were race-neutral admissions standards. The school board did away with a rigorous entrance examination and prioritized admission to the top students from each public middle school in the area rather than the top applicants from any school.

Admissions officers were also instructed to consider “experience factors,” such as whether students were poor, learning English or attending a middle school that was “historically underrepresented.” But the officers were not told the race, sex or name of any applicant.

A group of parents, many of them Asian American, objected to the plan and, calling themselves the Coalition for T.J. , sued to stop it.

Joshua Thompson, a lawyer with the Pacific Legal Foundation, a libertarian law group representing the parents’ group, expressed disappointment that the justices had declined to intervene.

“Discrimination against students based on their race is not only ethically wrong but also a clear violation of the Constitution’s guarantee of equal protection,” he said in a statement.

Karl Frisch, the chair of the Fairfax County School Board, said he welcomed the conclusion of a yearslong litigation.

“We have long believed that the new admissions process is both constitutional and in the best interest of all of our students,” he said in a statement. “It guarantees that all qualified students from all neighborhoods in Fairfax County have a fair shot at attending this exceptional high school.”

Richard D. Kahlenberg , a proponent of class-conscious affirmative action, said the court had struck the right balance, handing a victory to “poor and working-class students of all races.”

“This is an important signal that selective high schools and colleges and universities should feel confident in using race-neutral strategies to achieve diversity,” he said in a statement.

The Supreme Court’s action let stand a ruling from a divided three-judge panel of the U.S. Court of Appeals for the Fourth Circuit, in Richmond, Va., which declared in May that Thomas Jefferson did not discriminate in its admissions. The Pacific Legal Foundation asked the Supreme Court to hear their appeal, saying the new admissions plan was “intentionally designed to achieve the same results as overt racial discrimination.”

The Supreme Court’s decision in June in Students for Fair Admissions v. Harvard , the coalition’s petition said, “might mean little if schools could accomplish the same discriminatory result through race-neutral proxies.” The petition noted that Chief Justice John. G. Roberts Jr.’s majority opinion, quoting an earlier ruling, had said that “what cannot be done directly cannot be done indirectly.”

Lawyers for the school board responded that the new admissions criteria had nothing to do with race and were focused instead on removing socioeconomic and geographic barriers.

“The new policy is both race neutral and race blind,” the school board’s brief said. “It was not designed to produce, and did not in fact produce, a student population that approximates the racial demographics of Fairfax County or any other predetermined racial balance.”

After the changes went into effect in 2021, the percentage of Asian American students offered admission dropped to 54 percent from 73 percent. The percentage of Black students grew to 8 percent from no more than 2 percent; the percentage of Hispanic students grew to 11 percent from 3 percent; and the percentage of white students grew to 22 percent from 18 percent.

In the Fairfax County school system in 2020, about 37 percent of students were white, 27 percent were Hispanic, 20 percent were Asian and 10 percent were Black.

Writing for the majority in the appeals court’s decision in May, Judge Robert B. King , who was appointed by President Bill Clinton, said the before and after numbers were not the right place to start. That would, he said, quoting from the school board’s brief, turn “the previous status quo into an immutable quota.”

He added that the school had a legitimate interest in “expanding the array of student backgrounds.”

Justice Alito, in dissent on Tuesday, questioned that reasoning. “What the Fourth Circuit majority held, in essence, is that intentional racial discrimination is constitutional so long as it is not too severe,” Justice Alito wrote. “This reasoning is indefensible, and it cries out for correction.”

He elaborated, quoting from an earlier decision. “Even though the new policy bore ‘more heavily’ on Asian American applicants (because it diminished their chances of admission while improving the chances of every other racial group), the panel majority held that there was no disparate impact because they were still overrepresented in the T.J. student body,” Justice Alito wrote.

He added: “That is a clearly mistaken understanding of what it means for a law or policy to have a disparate effect on the members of a particular racial or ethnic group.”

In dissent in the Fourth Circuit, Judge Allison J. Rushing , who was appointed by President Donald J. Trump, made a similar point. The majority, she wrote, had refused “to look past the policy’s neutral varnish” and consider instead “an undisputed racial motivation and an undeniable racial result.”

The decision reversed a 2022 ruling by Judge Claude M. Hilton of the Federal District Court in Alexandria, who found that the changes made by the school board had disproportionately burdened Asian American students and were “racially motivated.”

“It is clear that Asian American students are disproportionately harmed by the board’s decision to overhaul T.J. admissions,” Judge Hilton wrote. “Currently and in the future, Asian American applicants are disproportionately deprived of a level playing field.”

WASHINGTON (AP) — The Supreme Court on Tuesday left in place the admissions policy at an elite public high school in Virginia that some parents claimed discriminates against highly qualified Asian Americans.

The court’s order, over the dissent of Justices Samuel Alito and Clarence Thomas, ended a legal challenge to a policy that was overhauled in 2020 to increase diversity, without taking race into account.

A panel of the federal appeals court in Richmond had earlier upheld the constitutionality of the admissions policy at the Thomas Jefferson High School for Science and Technology, a school frequently cited among the best in the nation.

The high court’s consideration of the case followed its decision in June that struck down admissions policies at colleges and universities that took account of the race of applicants.

The Fairfax County School Board overhauled the Thomas Jefferson admissions process in 2020, scrapping a standardized test. The new policy gives weight in favor of applicants who are economically disadvantaged or still learning English, but it does not take race into account.

The effect in the first freshman class admitted under it was to increase the percentage of Black students from 1% to 7% and Hispanic students from 3% to 11%. Both groups have been greatly underrepresented for decades. Asian American representation decreased from 73% to 54%.

For the current school year, Black and Hispanic students made up 6.7% and 6%, respectively, of those offered admission, the school board said. Asian Americans represented 61.6% of those admitted, the board said.

’We have long believed that the new admissions process is both constitutional and in the best interest of all of our students. It guarantees that all qualified students from all neighborhoods in Fairfax County have a fair shot at attending this exceptional high school,” said Karl Frisch, Fairfax County School Board chair.

In 2022, a federal judge found the school board engaged in impermissible “racial balancing” when it overhauled admissions. The appeals court reversed that ruling.

Alito wrote that the district court got it right. The appeals court essentially ruled that “intentional racial discrimination is constitutional so long as it is not too severe,” he wrote.

The parents who challenged the policy say it discriminates against Asian American applicants who would have been granted admission if academic merit were the sole criteria, and that efforts to increase Black and Hispanic representation necessarily come at the expense of Asian Americans.

“The Supreme Court missed an important opportunity to end race-based discrimination in K-12 admissions,” said Pacific Legal Foundation senior attorney Joshua Thompson, who represents the parents who challenged.

Supreme Court won’t review admissions at Va.’s Thomas Jefferson school

The Supreme Court will not review a challenge to the admissions system for a prestigious Northern Virginia magnet school, ending a years-long legal battle in the case and signaling a majority of justices may not be ready to quickly revisit the issue of what role race can play in the selection of a student body.

The high court’s decision Tuesday not to take the case involving the Thomas Jefferson High School for Science and Technology follows its ruling last term rejecting race-conscious admissions programs at Harvard and the University of North Carolina. That historic decision rolled back decades of precedent and has dramatically changed how the nation’s private and public universities select their students.

Tuesday’s ruling also comes weeks after the Supreme Court refused to immediately force the U.S. Military Academy at West Point to change its race-conscious admissions policies, an issue it left open after the cases last summer.

“I think the Supreme Court is where the American public is,” said Richard D. Kahlenberg of George Washington University, an expert witness in favor of socioeconomic admissions who testified on behalf of the group that successfully challenged the Harvard and UNC practices. “They don’t like racial preference, but they do want racial diversity. And that’s why I think we won’t see the Supreme Court saying that race-neutral alternatives are illegal when racial diversity is part of the motive.”

The legal battle in Virginia was between a group of parents and the Fairfax County School Board over an admissions policy approved in 2020 and designed to boost diversity at Thomas Jefferson high — known locally as TJ — a magnet school that is often ranked as the best school in the country. The revised process used a more holistic review of applicants by considering what admissions experts call “race-neutral” factors, such as what neighborhood a student lives in and their socioeconomic status.

The new process also removed a notoriously difficult admissions test and $100 application fee, and reserved a set number of seats for students from each of Fairfax County’s middle schools. Applicants must have an unweighted grade-point average of at least 3.5 while taking higher-level courses, complete a problem-solving essay and submit a “Student Portrait Sheet.”

The first admitted class saw boosts in Black and Latino enrollment, as well as more low-income students, English-language learners and girls. The percentage of Asian American students dropped from around 70 percent to 50 percent, sparking accusations that the changes were designed to drive down Asian American enrollment. The parents’ group Coalition for TJ opposed the changes and filed a lawsuit against the school board in 2021, alleging that the new process was discriminatory.

A District Court judge initially sided with the parent group in 2022, calling Thomas Jefferson’s new admissions process “racial balancing” and “patently unconstitutional.” Then in May, a divided panel of the U.S. Court of Appeals for the 4th Circuit reversed the lower court’s decision , ruling in favor of the Fairfax school board and stating that the process did not discriminate against Asian American students — in part because a majority of admitted students still are Asian American.

On Tuesday, Fairfax County School Board Chair Karl Frisch again defended the updated admissions policy: “We have long believed that the new admissions process is both constitutional and in the best interest of all of our students. It guarantees that all qualified students from all neighborhoods in Fairfax County have a fair shot at attending this exceptional high school,” he said in a statement.

As is common in court orders, the Supreme Court majority did not provide a reason for allowing the appeals court’s decision to stand. But the case drew a sharp dissent from two conservatives — Justices Samuel A. Alito Jr. and Clarence Thomas — who said that the lower court was wrong to uphold the policy and that they would have reviewed the case.

What the lower court “held, in essence, is that intentional racial discrimination is constitutional so long as it is not too severe. This reasoning is indefensible, and it cries out for correction,” wrote Alito, joined by Thomas.

Alito took issue with the 4th Circuit’s reasoning, saying it “effectively licenses official actors to discriminate against any racial group with impunity as long as that group continues to perform at a higher rate than other groups.”

He characterized public magnet high schools as “engines of social mobility” for minorities and the children of immigrants, adding that the “majority’s fallacious reasoning works a grave injustice on diligent young people who yearn to make a better future for themselves, their families, and our society.”

How Supreme Court ruled on affirmative action in the past

Similar legal challenges to admissions-based high schools have been filed around the country and have been watched as a possible next frontier of admissions challenges after the Supreme Court’s decision in the Harvard and UNC cases in June. In his dissent, Alito wrote that Thomas Jefferson’s admissions policy could become a road map for other selective schools to evade last year’s Supreme Court decision.

The Pacific Legal Foundation, which represents the Coalition for TJ, said in a statement that it will continue to fight race-based admissions in public elementary, middle and high schools, with cases underway in Boston, New York City and Montgomery County, Md.

Asra Nomani, a co-founder of the Coalition for TJ and parent of a 2021 graduate of the school, said the court’s decision felt like a gut punch but would not be the end of their fight. Nomani said the coalition planned to continue supporting families around the country who want to challenge similar issues at their schools.

“We’ve been in this long battle and had a real faith in the American justice system,” Nomani said in an interview. “And so it’s shocking and devastating that the Supreme Court that ruled race couldn’t be used as a factor in admissions in colleges allows for this proxy discrimination that we see used in the admissions policy at TJ.”

Virginia Gov. Glenn Youngkin (R) also criticized the court’s decision, saying the TJ admissions policy “penalizes high-performing students in the name of equity. This nation was built on the idea of building a better future through hard work and determination, and we should recommit to those ideals.”

But for advocates of the new admissions process, the decision Tuesday was a victory. Jiunwei Chen, vice president of the TJ Alumni Action Group, an organization that pushed for the admission changes, said the decision felt like a “sigh of relief” that their legal fight had come to an end. Chen recognized, however, that the larger battle might not be over.

“There’s been a lot of back-and-forth around affirmative action. It is very much a hot topic and will continue to be so,” Chen said. “Even though it might be, knock on wood, over for TJ, it is definitely not over for other schools.”

Sonja Starr, a law professor at the University of Chicago who closely followed the TJ case, said it involved complicated legal questions that have yet to be answered over whether racial diversity could be a motivating factor in an admissions process. She anticipates more cases challenging “race-neutral” admissions, especially as universities and colleges look for ways to create diverse campuses without considering race in admissions.

“The big questions are, when a school tries to preserve racial diversity in a conscious way but using tools that don’t discriminate among applicants by race, is that going to be considered affirmative action in disguise of the sort that the Supreme Court warned against” in the Harvard and UNC decisions, Starr asked. “Or is that going to be considered the kind of routine and benign pursuit of diversity that schools have routinely engaged in?”

Tuesday’s ruling was the second time the high court had been asked to weigh in on the TJ case.

In 2022, when Fairfax schools appealed the district court’s ruling, the 4th Circuit granted a request for the school division to continue using the new admissions system while the legal battle continued. The Coalition for TJ then asked the Supreme Court in an emergency request to block school administrators from using the policy. The high court declined , but three justices indicated that they disagreed with the decision.

The Supreme Court subsequently issued its ruling in June in the Harvard and UNC cases. The high court could have sent the Thomas Jefferson case back to the 4th Circuit to review in light of that decision but chose not to do so.

The revised admissions process has been in place since the first class was admitted under it in 2021. In the last group of admission offers, economically disadvantaged students made up 11.64 percent of the class. About 43.4 percent were female, and 57.6 percent were male. Asian American students made up about 61.6 percent of the offers, with White students receiving 19 percent. Black students received 6.7 percent of offers, and Hispanic students 6.0 percent.
